Get a Quote →Concrete cancer happens when the steel reinforcing bars inside a concrete slab, balcony or column start to rust. As the steel corrodes it expands — sometimes to more than double its original size — and that expansion cracks and pushes apart the concrete around it. Left alone, chunks of concrete spall (flake or break away) and the structural strength is compromised.
Port Stephens is particularly exposed because Nelson Bay and Salamander Bay sit right on the water, and salt-laden air off the bay carries chloride ions that soak into concrete and accelerate corrosion. Older units and holiday apartments built in the 1960s to 1980s, before modern cover standards, are the most at risk. Balconies, carports, seawalls and exposed facades cop the worst of it.
The good news is that concrete cancer is very treatable if caught early. A proper repair removes the rusted steel and damaged concrete, treats the remaining steel, rebuilds with structural repair mortar, and finishes with a protective coating system.

Port Stephens is mostly houses. In the ABS 2021 Census, separate houses made up 80.9% of occupied private dwellings in the council area, while flats and apartments were 3.6%, or 1,038 homes. On a house, the reinforced concrete worth checking is the carport or garage beam, balcony slab edges, the pool surround, retaining walls and, on a waterfront block, a concrete seawall.
Waterfront concrete adds a permit question. The Port Stephens–Great Lakes Marine Park was set up in December 2005 and takes in the whole Port Stephens waterway, plus the Karuah and Myall rivers to their tidal limit. NSW DPI lists driving piles and building seawalls, jetties, pontoons and boat ramps among works in the park that need a marine parks permit, and says development in or next to the park is assessed under marine estate and planning law. If the damage is in one of those structures, settle the permit question before booking the work.
Coastal planning adds another layer. In December 2024, Port Stephens Council announced that the NSW Minister for the Environment had certified its Coastal Management Program. It lists 67 actions across the open coast, inner port and outer port. One is to monitor Council-owned coastal structures, so check whether a seawall is yours or Council's before arranging work. In the NSW 2025–26 coastal and estuary grants, Council also received $243,334 for an erosion hazard investigation to inform updates to its LEP, DCP and coastal vulnerability area mapping. Before rebuilding a waterfront footing or retaining wall, check which controls apply at the time.
